According to the uploader, the girl is drunk.

According to some netizens who positively identify the woman, the photo was taken from one of the most visited bars in Bacolod City along Lacson Street. Some say it was taken from wet and wild party which is also very popular for party goers in the city.
We tried to reach out the uploader but we haven't receive any response yet.
This is very alarming. For teenagers and students,this may serve as awareness for responsible drinking.

Some are worried about the girl being the next cyber bullying victim because her selfie photo was posted on the same thread on Facebook where we take this photo from.
Bicol lawmaker proposed House Bill 5718 to define and penalize the crime of cyber-bullying in the country. According to this proposed law, those who will be found guilty of cyber-bullying shall be fined penalty of P50,000 but not more than P100,000 and imprisonment of not less than six months but not more than six years, or both.
